New Tender for Athens Regulatory Plan to Incorporate Updated Infrastructure Data After Easter
Athens, April 7, 2026 – The Hellenic Corporation of Assets and Participations (HCAP), on behalf of the Ministry of Environment and Energy, is preparing to launch a new tender for the Athens Regulatory Plan. This new tender, expected to be announced after Easter, will integrate a wealth of new data and developments, aiming to update the plan to reflect significant changes in the Attica Basin over the past decade.
Previous Tender Cancelled Due to Evolving Parameters
The decision to proceed with a new tender follows the recent cancellation of the previous tender for the revision study of the Regulatory Plan. According to HCAP, the contract for selecting a contractor, valued at an estimated 1.07 million euros including VAT, was annulled due to “substantial changes in the technical and economic parameters directly related to the physical object of the contract and the awarding procedure.”
The ongoing development of Local Urban Plans has created a significantly different landscape that needs to be reflected in the Regulatory Plan. This evolving urban context necessitated the cancellation of the initial tender to ensure the new plan accurately addresses current and future needs.
Integrating a Decade of Change and Future Developments
The first Athens Regulatory Plan was institutionalized in 1985, revised in 2014, and has remained in effect since. This means it does not account for the major transformations that have occurred in the Attica Basin over the last 10 years. The Ministry of Environment and Energy therefore deemed it essential to update the plan.
A high-ranking official from the Ministry of Environment and Energy explained that the new Regulatory Plan must incorporate the latest data from the Local Urban Plans. Beyond land uses and building conditions, the revised plan will need to integrate numerous other elements. This includes significant interventions already underway or planned for the capital, such as the Ellinikon project, which envisions a new city within a city, the Thriasio Business Park, and the government park at the former PYRKAL facilities.
The PYRKAL project is set to host the consolidated services of nine ministries and other organizations in new and existing buildings. This development is expected to significantly impact traffic in the wider area of the Dafni-Ymittos municipality, a factor that the new Regulatory Plan will address by proposing solutions to decongest central arteries, particularly in the heart of Athens.
Furthermore, the plan will consider all new major investments in industry, tourism, and real estate. Resilience plans will also hold a prominent position, acknowledging the new reality brought by extreme weather phenomena and the critical need to protect the social fabric and infrastructure.
Background of the Cancelled Tender
The cancelled tender for the study “Evaluation and Revision of the New Regulatory Plan of Athens-Attica” was announced on February 6, 2025, by the Hellenic Corporation of Assets and Participations S.A. (HCAP), through its Strategic Contracts Unit. The study had been integrated into Priority Axis 2: “Urban Regeneration and Other PI Actions” of the “Environmental Balance Actions” Funding Program for 2021 by the Green Fund.
The new Athens Regulatory Plan is a crucial step towards ensuring that the city’s development is sustainable, resilient, and responsive to the needs of its residents and the evolving urban landscape.
