Athens, January 22, 2026 – Deputy Foreign Minister of Greece, Haris Theocharis, and his Turkish counterpart, Mehmet Kemal Bozay, held talks in Athens on Wednesday to assess the implementation of their Joint Action Plan, established in 2023 under the Positive Agenda framework. This initiative aims to foster practical bilateral cooperation despite long-standing political tensions between the two nations.
Review of the Joint Action Plan
The two officials confirmed that the Joint Action Plan encompasses a wide array of sectors, including trade, the economy, customs, tourism, transport, innovation, science and technology, agriculture, environmental protection, social security and health, youth, education, sports, and broader business cooperation.
Steady Progress Reported
Both delegations expressed satisfaction with the progress achieved thus far. They highlighted that several areas of cooperation have been successfully implemented, with additional priorities advancing with what they described as satisfactory results.
Next Steps: Supreme Cooperation Council Meeting
The discussions also laid the groundwork for finalizing related agreements linked to the Joint Action Plan. These agreements could be ready for signature at the upcoming session of the Supreme Cooperation Council (SCC), a high-level bilateral forum co-chaired by the leaders of both countries.
While an official date for the SCC meeting, which is expected to involve Prime Minister Kyriakos Mitsotakis of Greece and Turkish President Recep Tayyip Erdogan, has not yet been announced, sources suggest it could take place as early as February.
Deepening and Expanding Cooperation
To sustain the momentum of this dynamic and ongoing process, Theocharis and Bozay agreed to intensify cooperation in existing areas and explore the inclusion of new issues within the Positive Agenda plan. The overarching goal is to ensure continuity and broaden practical cooperation, delivering clear benefits for both Greece and Turkey.
The meeting underscores a continued effort by both countries to enhance their bilateral relations through constructive dialogue and practical initiatives, paving the way for future collaborative endeavors.
