ACHARAVI, CORFU – The North Corfu Municipal Authority has announced that its special accountability session will be held on Friday, November 28th, at 7:00 PM. The session will take place both in-person and via teleconference at the Multi-Purpose Hall of the 1st Thinalion School Center in Acharavi.

Purpose and Procedure of the Special Accountability Session

This special accountability session, which occurs every two months, is a public forum designed for transparency and direct engagement between the municipal authority and its constituents. During these sessions, up to ten topics submitted by Municipal Councillors will be discussed, along with an additional two topics proposed by Council Presidents and Presidents of Municipal Communities. A representative from the Municipal Authority will provide responses to all raised issues.

Submission of Topics and Agenda Setting

The President of the Municipal Council initiates the process by inviting Municipal Councillors, Council Presidents, and Presidents of Municipal Communities via email at least ten days prior to the session. The invitation specifies the date, method, and location of the special session. This invitation is also published on the Municipality’s website on the same day. Crucially, the invitation clarifies that Municipal Councillors, Council Presidents, and Presidents of Municipal Communities can each submit one topic for discussion up to three days before the session.

Following the three-day deadline for topic submissions, the President informs the Mayor of all topics that have been proposed for discussion. If more than ten topics are submitted by Municipal Councillors and more than two by Council Presidents and Presidents of Municipal Communities, a public draw will be conducted by the Presidium at the beginning of the session to determine the final topics for the agenda. Of these, up to three topics must be proposed by Municipal Councillors from the majority party. If fewer than ten topics are submitted by Municipal Councillors in total, all submitted topics will be included and discussed, regardless of whether they were proposed by minority or majority councillors.

Attendance and Conduct of the Session

For the commencement and conduct of the special session, the quorum stipulated in paragraph 10 of Article 67 of Law 3852/2010 is not required. Attendance of the Mayor, the competent Deputy Mayor, the appointed Councillor, or the President of a legal entity is mandatory if a topic within their jurisdiction is on the agenda. If the Mayor is unable to attend, their legal deputy will substitute. If a Deputy Mayor or appointed Councillor is absent, the Mayor themselves or another Deputy Mayor or appointed Councillor designated by the Mayor must attend.

During this session, discussion of any other matters is prohibited, and no decisions are made. Minutes of the session will be kept.
