The Buried Truth: Unraveling Corfu’s Animal Waste Scandal

In a climate of palpable tension and with many critical questions left unanswered, the Epirus Compulsory Waste Management Association convened to address the contentious issue of animal waste. This waste, originating from the Gongakis company in Corfu, was controversially transferred to a private facility near Kalogirou Bridge in late October, igniting a scandal that has exposed systemic failures and potential environmental dangers.

For over a month and a half, the central government has grappled with a monumental public health crisis of its own making. The Ministry of Rural Development, in a move now under intense scrutiny, had initially greenlit the transfer of this highly problematic waste. A significant portion of these residues, which the Ministry of Environment inexplicably labeled as ‘mixed inert materials,’ has already been deposited in the Vlacherna Landfill. However, before the operation could be completed, further quantities of buried waste were uncovered, deepening the mystery and raising serious concerns about the true scale of the problem.

Mayors Cry Foul: ‘A Crime’ and Lack of Transparency

Local mayors have not minced words, openly denouncing the situation as a ‘crime’ and criticizing the profound lack of transparency in the waste management process from Corfu. They pointed fingers at both the Ministry of Rural Development and the Waste Management Association (FODSA) for their mishandling of the affair.

Nikos Georgakos, President of FODSA, maintained that the services strictly adhered to prosecutorial orders and directives from environmental inspectors. “When I questioned the prosecutor about the legality, the answer was that everything was legal. As an organization, we exclusively execute prosecutorial orders,” Georgakos stated. He further revealed that while the exhumation and transfer of 430 tons of waste to the Vlacherna Landfill were completed on a Friday, additional excavations for dossier completion unearthed new quantities of waste. “The area has been sealed, and a new case file is being prepared. We are awaiting the inspectors to assess the quantity,” he emphasized.

Harsh criticism emanated from the mayors of Arta and neighboring areas, who spoke of complete opacity in the management of waste from Corfu.

Periklis Migdos, Mayor of G. Karaiskakis, stated: “More waste arrived from Corfu. What else is buried on the plot? Waste arrives, and we are not informed. If there are large quantities, we are talking about a serious issue – instead of burning, it’s burying. There is a problem.”

Konstantinos Papasios, Mayor of Nikolaos Skoufas, demanded that additional quantities be transferred to Elliniko and Karvounari for equal distribution. “It seemed that FODSA was willing to do anything. Everyone in Epirus knew that animal waste would come here. We don’t know how management is done in the organization… We know you are willing to do anything, but the interests of the organization are not secured.”

FODSA Under Fire: ‘A Crime Has Been Committed’

Siafakas, a prominent figure in the discussion, asserted: “We requested waste management to defend our interests – not for everyone to do as they please while we look at what we’ll collect. A crime has been committed here. At Kalogirou Bridge, a situation was created by the Ministry and suddenly transferred to the Vlacherna Landfill, without a decision from the organization.”

He demanded:

  • All correspondence related to the case.
  • Lawsuits against all responsible parties.
  • Sampling and expert assessment.
  • Funding for restoration from the Ministry.

George Gioldasis, Mayor of Zirou, painted a grim picture: “Next to Louros is a sensitive area. We knew nothing. There were 200 tons on the concrete and 400 buried. The company assured us there was nothing else, and today the inspectors found additional quantities. It was wrong to appoint the company that brought the waste as its manager.”

Political Fallout and Public Confrontations

Ioannina Deputy Mayor, Makis Chrysostomou, ominously referred to a “corpse on the river,” underscoring the severe environmental threat. Tatiana Kalogianni, Vice President of FODSA, decried poor handling and unacceptable communication management. “Our actions put us in a difficult position. Mayors cannot send documents, and we pretend nothing is happening.”

Decisions from the Board of Directors

After an extended session, the Board of Directors of the Epirus Compulsory Waste Management Association reached the following conclusions:

  • Lawsuits against all responsible parties.
  • Appointment of a lawyer by FODSA.
  • Sampling and expert assessment at the Vlacherna Landfill and Kalogirou Bridge.
  • Equal distribution of any remaining waste to all landfills in Epirus.
  • Request for an audit by the European Commission.
  • Full environmental restoration of the Vlacherna Landfill.

The unfolding scandal highlights a disturbing pattern of negligence and a lack of accountability within public institutions, leaving a trail of environmental damage and eroding public trust.
