Corfu: Skafonas Biological Treatment Plant Under Scrutiny Ahead of Council of State Decision

Corfu, Greece – The Skafonas biological treatment plant, one of the largest on the island of Corfu, is facing renewed scrutiny as the Municipal Council has ordered a new on-site inspection of its operations, along with the collection and analysis of samples. This action is a direct response to a request from local residents for the plant’s closure, a request that precedes an anticipated decision from Greece’s Council of State.

Municipal Council Responds to Resident Concerns

The president of the Municipal Council, Fontas Alamanos, himself a resident of the area, emphasized the necessity of the plant’s continued operation. However, he stressed that it must function without problems, ceasing to pollute the area and integrating nearby villages into its network. Alamanos highlighted that the Council of State’s decision on the matter should be accepted by all parties.

Residents of the Skafonas area have appealed to the Council of State, seeking the suspension of the plant’s operation. They deem its connection to the Workers’ Residences of Agios Ioannis unacceptable, arguing that it should instead be connected to the villages in the vicinity. Furthermore, they have reported the discharge of untreated wastewater.

Mayor Addresses Concerns, Calls for Continuous Checks

Mayor Stefanos Poulimenos, following a recent visit to the plant, stated that he did not observe any noise, foul odors, or untreated wastewater being discharged into the sinkhole. Nevertheless, he acknowledged the need for continuous monitoring and inspections of the facility.

Former Mayor Highlights Upgrade Needs

Former Mayor Meropi Hydraios referenced the project’s progress during her tenure. She underscored that even if the connection to the Workers’ Residences of Agios Ioannis had not been initially favored, the plant’s upgrade was essential to meet the needs of the wider region.

Divergent Views on Plant’s Future

Mr. Giannis Bormbotis and Mr. Takis Metallinos supported the residents’ proposal to suspend the plant’s operation until the Council of State issues its decision. Mr. Giorgos Karydis, while aligning with the residents’ proposal, suggested an alternative solution: the continuation of operations under constant monitoring of the treated wastewater’s quality.

Representatives from political factions, local residents, and DEYAK officials are scheduled to visit the facility in the coming days to assess its operational status.

The Broader Context: Environmental Concerns and Legal Battles

The ongoing dispute surrounding the Skafonas biological treatment plant underscores broader environmental concerns in Corfu. The proper functioning of such facilities is crucial for protecting the island’s natural beauty and public health, especially given its reliance on tourism. The residents’ appeal to the Council of State highlights the legal avenues available to address perceived environmental injustices and ensure compliance with environmental regulations.

Impact on Local Communities

The debate also reflects the tension between the need for essential infrastructure and the concerns of local communities directly affected by its operation. Residents’ complaints about pollution and the unsuitability of the plant’s current connections point to a need for more transparent and community-centric planning in infrastructure projects.

Looking Ahead: The Council of State’s Decision

All eyes are now on the Council of State, whose upcoming decision will be pivotal in determining the future of the Skafonas plant. This ruling could set a precedent for how similar environmental disputes are resolved across Greece, emphasizing the importance of balancing development with environmental protection and community well-being. The outcome will undoubtedly have significant implications for the local environment and the residents of Corfu.
