Corfu: Warning Ribbons Not a Solution for Dangerous Infrastructure, Says LA.SY.
Corfu, May 24, 2026 – The LA.SY. (Popular Rally) of Central Corfu and Diapontia Islands has released a statement condemning the recurring practice of the Central Corfu Municipality using simple warning ribbons to address serious infrastructure dangers, rather than implementing permanent repair solutions. This approach, they argue, shifts responsibility to citizens, educators, parents, and children, compromising public safety.
Specific Instances of Negligence Highlighted
The complaint details several critical locations across the municipality where this inadequate ‘solution’ has been observed:
- Kato Korakiana Kindergarten: A decaying wooden canopy structure poses a collapse risk in the kindergarten’s courtyard, frequented by dozens of children. Despite repeated written notifications from the kindergarten’s administration to the Municipal services, no substantial action was taken. The current ‘solution’ involves scaffolding and a warning ribbon, forcing educators to act as supervisors to prevent accidents.
- Lyrical Plot (Parking Area): An open well in a plot designated for hundreds of cars, and routinely passed by children from nearby schools, is ‘protected’ only by a plastic mesh and a warning ribbon.
- Donatou Dimoulitsa Street (Town Center): Following the partial collapse of a stone wall belonging to the old psychiatric hospital, adjacent to the 7th Primary School and Kindergarten, a significant vertical crack of approximately 5 meters has appeared. This area is a daily thoroughfare for children, parents, educators, and numerous citizens. LA.SY. had raised this issue months ago in the Municipal Council, warning of the danger, yet no substantial intervention has been made by the municipal authority.
LA.SY. emphasizes that this ‘put a ribbon on it and see’ approach is not a protective measure and fails to ensure the safety of children in schools, educators, pedestrians, and citizens in general. They note that in many cases, even the warning signage itself does not effectively deter access to dangerous areas.
Root Causes: Chronic Neglect and Underfunding
The Popular Rally asserts that this situation is neither accidental nor a result of ‘unfortunate incidents.’ Instead, it is a direct consequence of the long-standing neglect of infrastructure, the lack of systematic maintenance and inspections, the underfunding of municipalities, and severe understaffing of services. They argue that this policy views prevention, maintenance, and the protection of human life as ‘costs’ to be avoided until an accident occurs, at which point accountability is sought. This chronic political approach, they claim, prioritizes cutting public services to benefit a select few.
Protecting the life and safety of the people cannot be reduced to warning ribbons that merely serve to deflect responsibility.
Immediate Demands from the Municipal Authority
LA.SY. insists that warning ribbons are only useful as a temporary measure until immediate restoration of the problem, not as a permanent ‘solution’ or an alibi for inaction. They hold the municipal authority gravely responsible and demand immediate action:
- Kato Korakiana Kindergarten: Immediately close off the dangerous area to prevent access and proceed with restoration work.
- Lyrical Plot: Install a safe protective cover over the open well.
- Donatou Dimoulitsa Street: Immediately and comprehensively repair the dangerous wall.
- Municipality-wide Inspection: Conduct an organized and planned inspection of all school units, walls, public spaces, and infrastructure across the entire Municipality.
LA.SY. concludes by stating, ‘Ribbons are good, especially for the Municipal Authority when they cut them for new projects to be delivered (a rare phenomenon for our Municipality, of course). However, our safety is not ensured by them and cannot wait. Let’s not wait for disaster to strike again to justify the unjustifiable.’
