Corfu Hoteliers Clash with New Spatial Plan: A Call for Fairer Tourism Policy

The Corfu Hoteliers Association has expressed strong opposition to the draft new Special Spatial Framework for Tourism, claiming that the proposed regulations not only fail to resolve the island’s pressing sustainability issues but also pose significant risks to its developmental path, investments, and local economy. In a comprehensive letter addressed to the Ministers of Environment and Tourism, the hoteliers are calling for a fundamental reassessment of the spatial plan, arguing that it imposes blanket prohibitions without considering the unique characteristics of the destination.

The Core of the Conflict: Infrastructure vs. Bed Limits

The primary contention of the Association revolves around the imposition of numerical restrictions on the capacity of hotel units. The hoteliers firmly reject the notion that Corfu’s carrying capacity can be solely determined by bed limits. They emphasize that the real strain on the island does not stem from legitimate, organized hotels but from the persistent inadequacy of essential public infrastructure to meet the demands of a mature tourist destination.

Key infrastructure deficiencies highlighted by the hoteliers include:

  • Water supply
  • Sewage systems
  • Waste management
  • Road network
  • Overall infrastructural adequacy

The Association asserts that sustainability cannot be achieved through administrative caps on hotel investments but rather through tangible public investments in the island’s critical infrastructure.

Sharp Criticism of Airbnb’s Uncontrolled Growth

The Association’s stance on short-term rentals is particularly sharp, labeling the current approach as a “two-speed” system. They argue that while organized hotels face stringent restrictions, short-term rentals, particularly through platforms like Airbnb, remain largely unregulated. The letter contends that the uncontrolled proliferation of Airbnb properties has already severely impacted Corfu, contributing to:

  • Intense pressure on waste management
  • Increased traffic congestion
  • A housing crisis, making it difficult for doctors, teachers, and public officials to find affordable accommodation

The hoteliers’ position is unequivocal: hotel development cannot be restricted while short-term rentals are left unchecked.

Investment Insecurity and Erosion of Trust

Another critical aspect of their intervention concerns investment security. The Association warns that the new framework creates significant legal uncertainty for existing hotel businesses. Their primary concerns include:

  • The ability to expand existing units
  • The utilization of existing building coefficients
  • The modernization of hotel infrastructure
  • The development of coastal facilities
  • Overall investment predictability

Special mention is also made of coastal erosion. The hoteliers note that the application of restrictions based on theoretical coastline boundaries, without considering actual geological evolution, creates new and serious legal issues.

Economic Suffocation for Small and Medium-Sized Enterprises

The Association places significant emphasis on small and medium-sized hotel businesses, which form the backbone of the local tourism economy. They estimate that the new regulations risk imposing:

  • Increased administrative burden
  • Greater bureaucracy
  • Additional financial costs
  • New uncertainties

Furthermore, strong opposition is expressed against the potential introduction of a new Environmental Fee, especially at a time when the sector is already burdened by:

  • The Climate Crisis Resilience Fee
  • High VAT
  • Significant operating costs

The core argument is that Corfu contributes substantial tax revenues, but these are not being reinvested through targeted investments in local infrastructure.

Corfu Demands Special Treatment, Akin to Crete

The political message of the intervention is clear: Corfu demands special treatment, similar to that afforded to Crete. The Association argues that Corfu, like other large and mature island destinations such as Rhodes, cannot be subjected to the same horizontal tools applied to other regions. According to their position, such prohibitions could lead to:

  • Fragmentation of construction
  • Smaller and less viable investments
  • A counterproductive environmental outcome

Escalating Pressure on the Government

Corfu’s intervention adds to the growing wave of reactions from the tourism market regarding the new spatial plan. The message emanating from major mature destinations is unified: Yes to rules, but not to horizontal regulations that disregard the actual needs of each region. The hoteliers’ plea underscores a broader concern within the Greek tourism sector for policies that are tailored, equitable, and supportive of sustainable growth, rather than imposing generic limitations that could stifle development and exacerbate existing problems.

The current debate highlights a critical juncture for Greek tourism, where the balance between environmental protection, sustainable development, and economic viability must be carefully negotiated. The outcome of this consultation will undoubtedly shape the future landscape of tourism in Corfu and potentially set a precedent for other popular Greek destinations.
