Athens, February 11, 2026 – The Municipality of Athens is taking a significant step towards empowering its younger generation with the establishment of a new Youth Municipal Council. This 43-member body will operate as an advisory and consultative entity, providing a structured framework for the participation of young people aged 17 to 30 who reside, study, or work within the Municipality of Athens.

Composition and Mandate of the Youth Municipal Council

The council’s composition will be diverse, drawing representatives from municipal factions and various city organizations, including student communities, labor groups, sports associations, businesses, cultural institutions, environmental groups, and civil society organizations. Additionally, young citizens will be selected through a lottery from a ‘Registry of Young Citizens’ to ensure broad representation.

The Youth Municipal Council will serve a two-year term, with mandatory regular meetings and an annual public report on its activities. Its decisions will be submitted to the Athens Municipal Council, carrying an advisory character and contributing to the formulation of local strategies concerning the new generation.

The primary objective of this new body is to strengthen participatory democracy at the local level and to develop well-founded proposals on issues relevant to youth, culture, the environment, innovation, and social cohesion, as emphasized by the Municipality of Athens.

A Voice for Athens’ Youth

Mayor Haris Doukas stated, “Athens is investing in the new generation and giving them a voice. We want the young people of Athens to have an active role and a meaningful say in the decisions that shape our city. With the Youth Municipal Council, we are creating an institutional space for participation, where their ideas and proposals for culture, the environment, education, and their neighborhood will be systematically presented to the Municipal Council.”

Deputy Mayor for Education and Intergenerational Solidarity, Thomas Georgiadis, underscored that the Youth Municipal Council will be formed “with transparency, representativeness, and clear operating rules.” He added, “Representatives of organizations, student communities, and young citizens, through a Registry and lottery, will participate in a modern, open consultation framework. Their proposals will be systematically submitted to the Municipal Council and will be taken into account in the city’s strategy. We are creating a stable institution of participation for the new generation of Athens.”

Broader Context of Youth Engagement

This initiative aligns with a growing trend in European cities to involve young people more directly in local governance. By providing a formal platform, Athens aims to harness the energy, ideas, and perspectives of its youth to address contemporary challenges and foster a more inclusive and dynamic urban environment. The council is expected to tackle a wide range of issues, from local urban planning and public services to cultural events and environmental sustainability, ensuring that the city’s future development reflects the aspirations of its young residents.

The establishment of the Youth Municipal Council is seen as a proactive measure to combat youth disengagement from political processes and to cultivate a sense of civic responsibility among younger demographics. It also provides a valuable opportunity for future leaders to gain practical experience in public administration and policy-making.

The first official meeting of the Youth Municipal Council is anticipated to take place in the coming months, following the selection of its members. The municipality has indicated that further details regarding the application process for the ‘Registry of Young Citizens’ will be announced shortly.
