ATHENS, Ga. – Athens-Clarke County residents are invited to participate in a public input meeting this week to review plans for a new $225 million Judicial Center. This initiative marks one of the county’s largest capital improvement projects to date, aiming to enhance the efficiency, security, and accessibility of judicial services.
Public Meeting Scheduled for Tuesday
A drop-in public input meeting is scheduled for Tuesday, June 30, from 4 p.m. to 7:30 p.m. The meeting will take place in the auditorium of the Dougherty Street Government Building, located at 120 W. Dougherty Street. Residents are encouraged to attend at any time during the designated hours to examine the proposed plans, ask questions, and offer feedback on the project.
This public engagement follows a decision by the Athens-Clarke County Mayor and Commission on June 2, approving the downtown government building site at 120 W. Dougherty Street as the future location for the new Judicial Center. This project is a key component of the SPLOST 2020 Facilities Space Modernization Project.
Modern Courthouse Design for Enhanced Services
County leaders have approved an updated concept that outlines the construction of a 218,215-square-foot judicial complex, with an estimated cost of $225 million. The design focuses on grouping related court functions to improve operational flow and user experience. Key features of the plan include:
- Lower Floors: Dedicated to high-volume public services, such as the Clerk of Court, Sheriff’s Office, and Municipal Court.
- Superior Court: To be located on a single, dedicated floor.
- State Court: Positioned alongside the Solicitor’s Office for streamlined operations.
- District Attorney’s Office: Situated on the same floor as the Grand Jury.
- Juvenile Court and Treatment Services: A shared floor with provisions for future expansion.
- Second Floor: Will house jury assembly and the Clerk of Court, accessible via stairs.
- Parking: Secure parking will be provided beneath the building.
The Mayor and Commission also voted to advance the project into the schematic design phase and adopted a resolution to establish an Urban Redevelopment Agency to support its implementation.
Two-Phase Modernization Project
The Judicial Center represents the initial phase of a broader Facilities Space Modernization Program:
Phase I: New Judicial Center Construction
This phase involves the design and construction of the new Judicial Center. It will consolidate court operations, judicial staff, and related community functions that are currently housed in the historic courthouse and its annex.
Phase II: Renovation of Existing Facilities
Following the completion of Phase I, Phase II will focus on renovating the existing historic courthouse and annex. These buildings will be repurposed to accommodate other county government operations. Officials have also indicated that portions of these renovated structures could eventually be utilized for community services, child care, retail, or commercial purposes, depending on future needs and available funding.
County officials emphasize that the modernization project aims to provide expanded courtroom space, enhance security through segregated circulation paths for the public, inmates, and judicial personnel, create dedicated juvenile holding areas, and accommodate additional courts as the community experiences growth.
The entirety of this significant project is being funded through the 2020 Special Purpose Local Option Sales Tax (SPLOST) program.
