Two New 5-Star Hotel Projects in Corfu Face Permit Revocation and Cultural Heritage Conditions

New data has emerged for two 5-star hotel investments in the Ionian Islands, following recent decisions by the competent authorities in Corfu. These developments concern a permit revocation for one project and the maintenance of protection terms for another, both impacting the region’s tourism landscape.

Permit Revocation for 5-Star Hotel in Kefalonia (Ionian Sun)

In Kefalonia, the building authority of Argostoli Municipality has revoked a building permit for the construction of a 5-star hotel unit. This project, located outside the boundaries of the Lourdata settlement in the Livathos Municipal Unit, was to be developed by the company Ionian Sun.

The permit covered the construction of a 5-star hotel with two-story buildings with roofs, ground-floor buildings with underground sections, swimming pools, pergolas, and other landscaping elements. The revocation, according to the decision, was made at the request of Ionian Sun and the project’s managing engineer. An earlier request for the cancellation of the permit cited incomplete data during its issuance. The decision also states that no construction work has been carried out on the property. With the revocation, the service considers the permit and its subsequent control to be invalid.

Cultural Conditions Upheld for 5-Star Hotel in Corfu (P and S Commercial Tourist Industrial S.A.)

In Corfu, the Ministry of Culture did not accept the hierarchical appeal of P and S Commercial Tourist Industrial S.A. against the conditions imposed for the construction of a new 5-star hotel complex. This complex is planned for the location of Agios Spyridonas Peritheias, in the Thinalia Municipal Unit of the North Corfu Municipality.

The initial decision by the Directorate of Byzantine and Post-Byzantine Antiquities had conditionally approved the construction of the new 5-star hotel complex on a plot of land allegedly owned by the company. With the latest decision, the Ministry of Culture did not accept the company’s appeal against the conditions. It was stated that these conditions aim to protect the adjacent Post-Byzantine Church of Agioi Theodoroi Peritheias, which has visual contact with the plot, and its surrounding area.

However, from the terms of the original decision, only the condition concerning the preparation of an Environmental Impact Study was exempted and abolished, as it was deemed not necessary for this specific project. For the rest, all other conditions imposed by the Ministry of Culture’s decision remain in force.

These decisions highlight the ongoing balance between promoting tourism development and preserving the cultural and environmental heritage of the Ionian Islands. Investors and developers are increasingly facing stricter scrutiny and conditions, especially when projects are located near historical sites or in areas of significant natural beauty.

The Ionian Sun project’s permit revocation, initiated by the company itself, suggests potential issues with the initial planning or assessment, leading to a complete halt of the proposed construction. Meanwhile, the P and S Commercial Tourist Industrial S.A. project, despite proceeding, will have to integrate the Ministry of Culture’s protective measures, ensuring that the new development respects and coexists with the historical context of the area.

These cases serve as a precedent for future large-scale tourism investments in the region, emphasizing the need for thorough preliminary studies and close collaboration with cultural and environmental authorities from the outset of any project.
