Greek Tourism Industry Grapples with Significant Labor Shortages

Corfu, April 15 – As the tourist season officially begins, Greece’s vital tourism industry is facing a significant challenge: a shortage of at least 90,000 workers. This deficit is part of a broader national issue, with overall labor needs across the country exceeding 300,000 individuals. The situation is particularly acute in the hospitality sector, affecting hotels, restaurants, and other tourism-related businesses, which are struggling to fill positions such as waiters, chambermaids, cooks, and auxiliary staff. Some businesses are reportedly forced to operate with reduced personnel, potentially impacting service quality and efficiency.

Widespread Shortages Across Key Sectors

Beyond tourism, the construction sector is also experiencing high demand for skilled tradespeople, including technicians, welders, plumbers, machine operators, and general laborers. Furthermore, manufacturing units are actively seeking both unskilled workers and experienced technicians. The agricultural sector continues to face a consistent need for farm laborers, with shortages becoming particularly pronounced during harvest periods.

Foreign Worker Influx Insufficient to Meet Demand

The issue of labor shortages is not being adequately addressed by the influx of foreign workers. While 94,300 foreign workers from third countries are expected to arrive this year, this figure is projected to cover only one in four vacant positions. The total estimated need for workers, as reflected by job vacancies, is believed to exceed 360,000. For 2026, the number of foreign workers legally permitted to enter Greece has increased by approximately 5,000 compared to 2025, reaching 94,500 compared to 89,290 in the previous year.

Breakdown of Foreign Worker Allocation

Out of the total foreign workers, 44,240 are designated for dependent employment, 48,000 for seasonal work, and 2,000 for highly specialized roles. Bilateral agreements have been established for specific allocations, with 9,000 positions to be filled by workers from Bangladesh. Additionally, 5,000 seasonal workers from Egypt are expected to contribute to the primary sector.

Key Occupations for Dependent Employment

The majority of the 44,240 workers in dependent employment will be allocated to the following key occupations:

  • 19,000: Unskilled agricultural, livestock, forestry, and fishery workers (e.g., farm laborers, nursery/greenhouse workers, livestock breeders, beekeepers, loggers, fishermen, aquaculture workers).
  • 7,640: Manufacturing, transport, and storage workers.
  • 3,630: Unskilled manufacturing workers.
  • 4,900: Construction and building completion workers.
  • 4,500: Building construction workers (e.g., unskilled construction laborers, bricklayers, concrete workers, formworkers, ironworkers, floor layers, carpenters, metal cutters and binders, plasterers, painters, glaziers, insulation installers, demolition workers, aerial workers, and related occupations).

The ongoing labor deficit poses a significant challenge for Greece’s economic growth, particularly for its crucial tourism sector, which relies heavily on a robust workforce to maintain its high standards and accommodate the increasing number of visitors.
