Corfu’s Alypa Port: A Fine Rain for Fishermen Amidst Bureaucratic Tangle

A storm of fines has hit dozens of professionals and fishermen at Alypa Port in Palaiokastritsa, Corfu, with penalties reaching up to 875 euros per vessel. The Central Port Authority of Corfu, through the Palaiokastritsa Port Department, is issuing these fines for alleged violations recorded in the spring and summer of 2025, citing a lack of mooring permits from the Central Corfu Municipality, the managing body of the port. However, a deeper investigation reveals a complex web of bureaucratic failures and accusations of systemic issues.

The Allegation: Missing Mooring Permits

The core of the issue, as stated in the notices, is the absence of a mooring permit from the managing body, the Central Corfu Municipality. Fines are set at 875 euros for fishing vessels and 750 euros for other types of boats. The Port Authority acknowledges that these violations and fines are being issued under the directive of the leadership of the Ministry of Shipping and Island Policy and the Hellenic Coast Guard Headquarters.

The Unraveling Truth: An Expired Operating License

However, the argument of a ‘missing mooring permit’ appears to be unfounded and illogical. The Central Corfu Municipality, as the managing body, cannot issue mooring permits because the temporary operating license for Alypa Port was revoked by the Ministry of Tourism in October 2024. This critical detail exposes a significant flaw in the justification for the fines.

The Municipal Authority is implicated in this financial burden on professionals and fishermen, as it supports the privatization of Alypa Port – a stance also held by previous Municipal Authorities under SYRIZA and New Democracy administrations. This raises questions about the true motives behind the current punitive measures.

Safety or Pretext? The Port Authority’s Dubious Argument

To justify the fines, the Corfu Port Authority employs the argument of ‘being covered in case of an accident within the port.’ However, critics question how financial penalties on fishermen and professionals contribute to accident prevention within the port. This rationale is seen as a flimsy pretext for imposing charges.

The reality, as asserted by critics, is that the New Democracy government, through two of its ministries, is exploiting fishermen and marine recreation professionals, using unacceptable and irrational arguments to extract revenue.

A History of Mischaracterization: From Fishing Haven to Tourist Port

Alypa Port has historically served as a fishing haven and a mooring spot for all types of vessels. Arbitrarily, in 2005, under another New Democracy government, it was reclassified as a tourist boat shelter. Since then, very few tourist boats have moored there, and for the last three years, none at all. Those that arrive remain at anchor and depart for other ports, rendering the ‘tourist boat shelter’ classification practically obsolete. There is an urgent demand for the port’s classification to be changed back to a ‘port shelter’ for fishing vessels.

Demands for Immediate Action

Until the reclassification occurs, there are pressing calls for:

  • The cessation of issuing false violations by the Port Authority.
  • The Municipality to demand at least a temporary operating license for the port from the government.
  • The issuance of mooring permits for vessels within the port’s capacity, prioritizing fishermen.

The situation at Alypa Port highlights a systemic issue where bureaucratic inertia and questionable political motives are directly impacting the livelihoods of local fishermen and marine professionals. The lack of a valid operating license, coupled with the imposition of fines, creates an untenable situation that demands immediate and transparent resolution.
